New York, May 12, 1799. Describes the provisions of Sections 19 and 22 of “An Act for the better organizing of the Troops of the United States; and for other purposes.”2

1. O’Hara was quartermaster general of the United States Army from 1792 until his resignation in 1796. From 1796 to 1802 he was a Government contractor in Tennessee and Kentucky.
