To Otho H. Williams

Treasury Department, April 23, 1794. “Enclosed are two passports.… You will perceive that those Vessels have permission to depart in Ballast, with passengers for St. Domingo. You will therefore grant them clearance accordingly.”1

1On April 22, 1794, George Washington “Signed … passports, to wit, for the Recovery of Baltimore—schooner Providentia, Baltimore … to proceed from the above … [port] to the Island of St. Domingo, in ballast—with liberty to take in such Inhabitants of sd. Island as may choose to go as passengers, with their baggage & seastores” (JPP description begins “Journal of the Proceedings of the President,” George Washington Papers, Library of Congress. description ends , 289).
