[New York] May 17 [1796]. “I have seen Mr. Blanchard. He will do what we talked of, except as to the loan of the further sum, which he intirely declines. I will thank you to send for Bouvier2 and ascertain his final determination; in order that it may be known whether hostilities must ensue or not.…”
