1In this speech H was discussing the following amendment:

“That an Account of the Receipts and Expenditures of public Money shall at least once in every Year be transmitted to the Executives of the several States to be laid before the Legislature thereof.” (John McKesson Papers, New-York Historical Society, New York City.)

2The Convention rejected the proposed amendment.
