To William Webb

Treasury Department, May 5, 1790. “In answer to yours of the 16th. of April1 I have to observe, that the rate of foreign Tonage may be waved in the case you state.… With regard to the 40th. Section of the Collection law,2 it is to be understood that American as well as foreign vessels are within the provisions of the Section and subject to seizure and forfeiture.”
