Respecting Pay for the Army

[Philadelphia] June 19, 1783

The Committee1 on the letter from General Washington report: Resolved that copies of the letter from the Commander in Chief of the 7th. instant with its inclosures2 be transmitted to the several states for their information and that their attention be recalled to the resolutions of the 2d of May3 last to facilitate the punctual payment of the notes issued to the army on account of their pay.

That the Commander in Chief be informed Congress approve the variation made by him in the manner of furloughing the troops.4

1The committee, consisting of H, James Madison, and Theodorick Bland, was appointed on June 11 to report on a letter from Washington which was received on that date (JCC description begins Journals of the Continental Congress, 1774–1789 (Washington, 1904–1937). description ends , XXIV, 392, note 1). Washington’s letter was dated June 7, 1783, and is described in note 2.

2On June 7, Washington wrote to the President of Congress enclosing a memorial sent to him by some officers and stating that “The Two subjects of Complaint with the Army appear to be, the Delay of the three Months pay which had been expected, and the want of a settlement of Accounts” (GW description begins John C. The report, according to the endorsement, was adopted on June 19, 1793.
