Dear Sir

I now forward a Copy of Mr Monroe’s Official Letter to Mr Harris. I have been obliged to run it off in haste but I believe it is correct.1 The other Copies which Mr Monroe directed to be sent to you were forwarded by the Mail of yesterday.

You will, I presume, have heared from Mr Crawford himself, that he had returned to this City. With Affectionate Respect I am Dear Sir Your Mo Obt Sert

1The document has not been found, but Graham presumably forwarded a copy of James Monroe’s lengthy letter of 31 July 1816 to Levett Harris. In the letter Monroe defended the legal proceedings in Philadelphia against Russian consul general Nikolai Kozlov and explained why the United States did not believe that consuls were entitled to diplomatic immunity from prosecution (DNA: RG 59, IM).
