I have the Pleasure to enclose you the Copy of an Act of Congress of the ninth of September last.2 I shall make no Comments on this Act which as it relieves you from farther Trouble and Anxiety on the Subject it relates to will I am sure be agreable.

2. The resolution ordered Morris to forbid loan office commissioners from issuing bills of exchange on American ministers in Europe to pay the interest on loan office certificates: JCC, XXIII, 553–5. Congress had earlier placed limits on such bills of exchange: XXXV, 379n. BF endorsed one of his copies “Resolution of Congress Sept 9. 1782 No more Interest Bills to be issued”: University of Pa. Library. Other copies are at the APS and the Hist. Soc. of Pa.
