I have the Pleasure to enclose you the Copy of an Act of Congress of the ninth of September last.2 I shall make no Comments on this Act which as it relieves you from farther Trouble and Anxiety on the Subject it relates to will I am sure be agreable.

2The resolution ordered Morris to forbid loan office commissioners from issuing bills of exchange on American ministers in Europe to pay the interest on loan office certificates: JCC, XXIII, 553–5. Congress had earlier placed limits on such bills of exchange: XXXV, 379n. BF endorsed one of his copies “Resolution of Congress Sept 9. 1782 No more Interest Bills to be issued”: University of Pa. Library. Other copies are at the APS and the Hist. Soc. of Pa.
