The enclosed paper has been some time in my possession. Thinking that at this time, it may possibly be of some service to the united States, that the contents of it should be known to you, I have presumed to give you this trouble, as it is probable You may never have seen a copy of it. You will perceive some inaccuracies in it, but these were in the copy I took it from.1 With great respect I am Sir Your Most Obedt hum. Servant

The enclosure was a copy in Dick’s writing of a 1787 report of the committee of the council of Quebec to Guy Carleton, Lord Dorchester, the governor of Canada, signed by Edward Harison, John Colins, George Pownal, and William Grant and describing in detail the economic activities of the province under a number of headings: “Commerce,” “Quebec Flour & Timber,” “Spanish & Portugal Wine and Fruit,” “Wheat Trade to Europe,” “Fisheries,” “New Settlement of American Loyalists and Cultivation of Hemp & Flax,” “Commercial Intercourse with Vermont,” “Navigation of the River St Laurence,” “Navigation of the Lakes,” “Furr Trade,” and “Police” (DLC:GW).
