From John Dawson, July 1806 (Abstract)

§ From John Dawson. July 1806. “Mr. R. Hackley1 has made known to me his wish to receive a consular appointment to some of the French ports—altho a countryman of ours you may be unacquainted with Mr. Hackley; I have long & well known him, & feel a pleasure in recommending him to you as a gentleman who woud, with advantage and credit, fill any such appointment to which the President shall think proper to nominate him.”

RC (DNA: RG 59, LAR, 1801–9, filed under “Hackley”). 1 p.

1Richard S. Hackley (d. ca. 1843), a Virginia native, was married to Harriet Randolph, a sister of Thomas Jefferson’s son-in-law, Thomas Mann Randolph Jr. On 15 Dec. 1806 Jefferson nominated Hackley to be consul at Sanlucar de Barrameda, Spain, and the Senate confirmed the appointment two days later. Hackley held the position at least until 1816. During that period he attempted to alleviate his financial difficulties by serving as acting consul at Cádiz under an agreement with the official consul, Josef Yznardy, that JM termed “simoniacal” and that prompted public recriminations from at least one competitor for the office. In 1822 Hackley was named surveyor and inspector of the revenue at St. Augustine (PJM-PS description begins Robert A.
