Treasury Department, Revenue Office, April 16, 1794. “… Who are the persons in the several states who have been authorized by you to direct or superintend the business of Military contracts, purchases &ca. and who are the persons in the same to whom Agencies similar to that of Mr. Francis2 have been heretofore committed?”
