On January 17, 1786, Bailey wrote to Hamilton : “An indisposition which has confined me the chief of the time since the receit of your favor of the 20th of november, has prevented me from giving it an earlier attention.” Letter not found. ] Bailey, a major in the New York Militia, was practicing law in Poughkeepsie, New York.
