Anthony Wayne of 5 Mar. 1793, explained that in order to prepare for the likely failure of the coming treaty with the Northwest Indians at Lower Sandusky, “it is the hope, expectation and request of the President of the United States that no relaxation be made in the disciplining of the Troops and most especially in making them perfect marksmen.” Knox informed Wayne that “You recommended a [ ] Brown [for a promotion], but not having transmitted his Christian Name, the President could not nominate him” (Knopf, Wayne, description begins Richard C.
