Sir,

I herewith transmit to you two reports. The first my annual report of the public Building1 the other that called for by a resolution of the House of representatives.2 I am sorry that I have not found it possible to send them sooner, especially as the friends to the completion of the buildings, in congress have pressed me on the subject. On 28 Dec. 1810 Willis Alston of North Carolina had presented a resolution requesting the president to lay before the House an account of the expenditure of the money appropriated on 1 May 1810 “for completing the Capitol, and for other purposes, distinguishing the sums expended for each item of appropriation, and the sums expended in payment of debts previously incurred” (Annals of Congress description begins Debates and Proceedings in the Congress of the United States … (42 vols.; Washington, 1834–56). description ends , 11th Cong., 3d sess., 473).
