I have the honour to enclose to you a copy of the constitution of the state of Ohio together with a communication from the convention of that state

(2) Address from the “convention of the State of Ohio” to the president and both houses of Congress, 27 Nov. 1802, expressing gratitude to Congress “for the prompt and decisive measures taken at their last Session” to enable the inhabitants of the Northwest Territory “to immerge from their colonial government and to assume a rank among the sister states,” and adding their “unequivocal approbation of the measures” pursued by the president and Congress “in diminishing the public burthens, cultivating peace with all nations, and promoting the happiness and prosperity of our country” (RC in DNA: RG 46, LPRC, 7th Cong., 2d sess., signed by Edward Tiffin, President of the convention, and Thomas Scott, Secretary). (3) Probably Edward Tiffin to TJ, Chillicothe, 4 Dec. 1802 (recorded in SJL as received 22 Dec., but not found).
