Mar. 21.1797—

The Secretary of the Treasury has the honour to transmit to the President of the United States a Copy of a Letter to the Comr. of the Revenue dated the 27th. of June 1796, which states the principles of a compromise proposed to the Distillers of Spirits in Kentucky—
