Washington City Novr 16. 1820

Illustrious Sir

I approach your exalted character with great diffidence; but contemplating as I often do your labours, and how much good those labours have bestowed on the present & will on future Generations, (our decendants), I the more, admire and adore that Providence which continues your invaluable life to So long a period; an example and blessing to the present age—that I may be permitted to evince to you, that as a member of that number who has thrown into the scale, his might to raise our beloved country to the proud eminence on which it stands, please to examine the enclosed appeal.—

That I have done all in my power to promote the prosperity of this nation, I pray you to accept this assurance—.

with the homage of my heart & with the most profound respect.

The enclosed appeal was likely Wheaton, Appeal of Joseph Wheaton, late deputy quarter master general and major of cavalry, to the Senate and House of Representatives of the United States of America (District of Columbia, 1820). In a 20 Oct. 1821 letter to James Madison, Wheaton presumably referenced the same publication: “Last autumn I had the honor to enclose to your address, my pamphlet, ‘an appeal to Congress from the decision of the accounting officers of the War Department for compensation while detained by their orders in the Settlement of my public accounts, and for Extra Services’” (Madison, Papers, Retirement Ser., 2:412–3).

On 15 Nov. 1820 Wheaton sent the publication enclosed here to John Adams (MHi: Adams Papers).
