From George Washington to the United States Senate and House of Representatives, 11 June 1790

To the United States Senate and House of Representatives

United States [New York] June 11th 1790

Gentlemen of the Senate and House of Representatives,

I have directed my Secretary to lay before you a copy of the ratification of the Amendments to the Constitution of the United States by the State of North Carolina; together with an extract from a letter, accompanying said ratification, from the Governor of the State of North Carolina to the President of the United States.1

1The North Carolina general assembly ratified all twelve proposed amendments to the Constitution on 22 Dec. 1789 (N.C. State Records, description begins Walter Clark, ed. The State Records of North Carolina. 16 vols., numbered 11-26. Winston and Goldsboro, N.C., 1895–1907. description ends 25:20–21). Gov. Alexander Martin of North Carolina notified GW of the ratification in a letter dated 25 May 1790, which also acknowledged receipt of GW’s letter of 20 Feb. 1790 (Martin to GW, 25 May 1790, Nc-Ar: Governor’s Letterbook; see also GW’s Circular to the Governors, 20 Feb. 1790, DLC:GW). GW’s letter to the Senate and House of Representatives reporting the ratification of the amendments was read in both Houses on 11 June (DHFC, description begins Linda Grant De Pauw et al., eds.
