Pay to the Secretary of State, out of the fund appropriated to defray the Contingent charges of Government, the sum of Fifteen hundred Dollars, for the use of Colo. Innes.1

1James Innes was being sent as a commissioner to inform the government of Kentucky about the state of negotiations on navigation of the Mississippi River (see Edmund Randolph to GW, 7 Aug., and n.2). Secretary of State Edmund Randolph wrote GW’s secretary Bartholomew Dandridge, Jr., on this date: "Mr. Randolph presents his Compliments to Mr Dandridge and requests him to obtain a warrant from the President’s Contingent Fund for such a sum of money payable to Mr R. for the use of Colo. Innes, as the President may judge proper" (DNA: RG 59, Miscellaneous Letters).
