From George Washington to Timothy Pickering, 20 November 1795

To Timothy Pickering

Philadelphia 20th Novr 1795

Sir

In my communications to Congress at the opening of the ensuing Session, I shall refer to the department of War for information on the following subjects.

A statement of our present Military force—terms of its enlistment1—and the disposition thereof—generally.

A statement of the fortifications, and defences of the several harbours, agreeably to acts of Congress passed for that purpose.2

The present state of the frigates—prospect of their completion —and causes wch have impeded the progress of them.3

The measures which have been pursued to obtain proper sites for the Arsenals, & for replenishing the Magazines.4

The train in which the 50,000 Drs granted for the purpose of an Indian Trade is.5

And, as there are some defects in the establishment of the Mint; or at least some legislative provisions are wanting to render it more complete, & to restrain some interferences which seem to be arising in other Quarters; it is necessary that the report of the late Director, with a supplimentary one from the present, if he has any thing to add thereto should be prepared previous to the opening of the Session.6

All these statements must be in readiness to accompany the Speech, as the latter, without them, will be incomplete—one sett for each house must be prepared.

ADfS, DLC:GW; LB, DLC:GW. A transcript in the Pickering Papers at MHi, presumably made from the letter sent, shows only slight differences from the draft.

1In the letter-book copy and the transcript, this word is “establishment.”

2GW is referring to “An Act to provide for the Defence of certain Ports and Harbors in the United States,” 20 March 1794, and “An Act supplementary to ‘An act to provide for the Defence of certain Ports and Harbors in the United States,’” 9 May 1794 (1 Stat. description begins Richard Peters, ed. The Public Statutes at Large of the United States of America, from the Organization of the Government in 1789, to March 3, 1845 . . .. 8 vols. Boston, 1845-67. description ends 345–46, 367).

3GW is referring to construction of the ships authorized by “An Act to provide a Naval Armament,” 27 March 1794 (1 Stat. description begins Richard Peters, ed. The Public Statutes at Large of the United States of America, from the Organization of the Government in 1789, to March 3, 1845 . . .. 8 vols. Boston, 1845-67. description ends 350–51).

4“An Act to provide for the erecting and repairing of Arsenals and Magazines, and for other purposes,” 2 April 1794 (1 Stat. description begins Richard Peters, ed. The Public Statutes at Large of the United States of America, from the Organization of the Government in 1789, to March 3, 1845 . . .. 8 vols. Boston, 1845-67. description ends 352), authorized the establishment of three or four arsenals.

5The money was appropriated by “An Act making provision for the purposes of Trade with the Indians,” 3 March 1795 (1 Stat. description begins Richard Peters, ed. The Public Statutes at Large of the United States of America, from the Organization of the Government in 1789, to March 3, 1845 . . .. 8 vols. Boston, 1845-67. description ends 443).
