Ensign Samuel Tallmage is appointed Adjutant to the 4th New york regiment vice Lieutenant Ellsworth promoted from the ninth day of July last.1
Major James Moore is appointed Brigade Major and Inspector to the 1st Pennsylvania brigade from the 21st of July last.
A return by brigades of Armourers who may remain unemployed to be made to the Adjutant General tomorrow at Orderly time.
Spencer’s regiment is to march tomorrow morning and join Livingston’s at Stoney Point agreeable to an order of the first of last Month.2
The German Battalion is to join the Jersey brigade ’till further orders.
All the brigade quartermasters with the main army who have not received orders of payment for their extra wages or any other charges they may have against the Quartermaster General’s department previous to the first of August last are requested to render their accounts for settlement by the 19th Instant at farthest.3

GW wrote Brig. Gen. William Irvine on this date: “Genl Washington presents his compliments to Genl Irvine, is sorry that a prior engagement will prevent him the pleasure of Dining with him on Monday” (L, in Alexander Hamilton’s writing, PHi: William Irvine Papers; see also The Hartford Conference, 20–22 Sept., editorial note).
1. Samuel Tallmadge (1755–1825), Maj. Benjamin Tallmadge’s brother, joined the 4th New York Regiment in November 1776 as a sergeant. He was commissioned ensign in 1777 and became regimental adjutant in summer 1780. He joined the 2d New York Regiment in January 1781, rose to lieutenant that October, and remained in the army until June 1783.
Peter Elsworth (d. 1781) became a lieutenant in the 4th New York Regiment in November 1776. He later served as regimental adjutant and ascended to captain lieutenant in April 1780. He left the Continental army in January 1781 and became a New York militia captain that April.
2. The general orders for 1 Aug. allotted each brigade two armorers and directed Col. Oliver Spencer’s Additional Continental Regiment to form a battalion with Col. James Livingston’s 1st Canadian Regiment. GW’s aide-de-camp Richard Kidder Meade had written the officer commanding Spencer’s regiment on 15 Sept.: “I am commanded by His Excellency to desire that you will deliver to Col. Hubleys order any men with your Regt that belonged to Capt. Kearsleys & Captn Catherwoods [Calderwood’s] Companys, which now compose a part of the 11th P[ennsylvania] Regt” (DLC:GW).
