The account of a cabinet meeting on March 2, 1793, reads: “The President communicated to the Secretary of State, the Secretary of the Treasury, the Secretary of War and the Attorney General of the United States, a letter from William S. Smith Esqr. of the 28th of February past, to the Secretary of the Treasury.” Letter not found.]

1Smith, who was John Adams’s son-in-law, had served as George Washington’s aide during the American Revolution and successively as Federal marshal and supervisor of the revenue for New York. At this time he had recently returned from a European tour.
