Albany, July 15, 1799. Acknowledges Hamilton’s letter of “the 9th Instant.”1 Lists the amounts of fuel and other supplies “for which a compensation, in money was allowed, to the British troops, in the barracks, and when quartered on the Inhabitants in this city, Schenectady, and the vicinity.” Recommends Joseph Herkimer and Jacob Mancius2 as subalterns.

2. Herkimer and Mancius were appointed second lieutenants in the Twelfth Regiment of Infantry on September 13, 1799. Their names were submitted for confirmation on April 1, 1800, and confirmed on May 14, 1800 ( , 345, 355).
