It is with peculiar pleasure that I obey the request of the Citizens of Williamsburg, in transmitting to your Excellency, sundry resolutions expressing their Sentiments, respecting the neutrality recommended by your late proclamation. I have the Honour to be with much deference, Yr Mo. Ob. Sr.

Joseph Prentis (1754–1809) represented York County in the Virginia House of Delegates, 1778–88, and was speaker from 1786 until January 1788, when he was elected a judge of the General Court, a position he held until his death.
