It is uncertain when Munroe supplied TJ with this account of expenditures, but it evidently related to the 1803 congressional appropriation for public buildings, which allocated part of its $50,000 to keeping roads in repair. On 16 Sep. 1803, Munroe indicated that about $28,000 of the appropriation remained unexpended, while on 18 Feb. 1804 he reported that a little less than $10,000 remained, an estimate echoed in the report that Benjamin Henry Latrobe submitted two days later (U.S. Statutes at Large, 2:235–6; Vol. 41:390; Vol. 42:503–4, 516).
