1Jared Irwin (1750–1818), formerly a state senator from Washington County, had been elected governor by the Georgia legislature in January 1796. He served until 1798. Irwin subsequently presided over the 1798 state constitutional convention, served additional terms in the state senate, and was again governor from 1806 to 1809.

McHenry’s letter to Irwin has not been identified, but in Irwin’s letter to McHenry written on 23 Sept. 1796, he acknowledged receipt of communications dated 5 and 6 April (G-Ar: Georgia Executive Minutes).
