§ To James Shuter

21 April 1804, Department of State. “I have received your letter of the 18th. Ult.1 There is no circumstance which has come to the knowledge of the Executive of a nature to justify or excite a doubt respecting the ratification of the Convention by Spain.

“The American Commissioners will be appointed as soon as information is received of the Exchange of ratifications having taken place.”
