22 June 1812. “I communicate to Congress copies of a letter to the Secretary of State from the chargé d’Affaires of the United States at London, and of a note to him from the British Secretary for foreign Affairs.”1

1. JM forwarded copies of a 2 May 1812 note from Jonathan Russell to Monroe (1 p.), enclosing a previously omitted letter of 21 Apr. 1812 (2 pp.) from Lord Castlereagh which was meant to accompany the prince regent’s declaration of that date (see JM to Congress, 16 June 1812, n. 1). Castlereagh’s letter requested that Russell present the prince regent’s reaffirmation of the conditions necessary for repeal of the orders in council to the U.S. government, “as conceived in the true spirit of conciliation, and with a due regard on the part of his Royal Highness to the honor and interests of the United States,” in hopes of accelerating “the return of amity and mutual confidence” between the U.S. and Great Britain.
