From Benjamin Lincoln

Boston, April 10, 1794. “A number of our Captains, who commanded vessels which have been arrested by the British and are now detained with their Cargoes in the west Indies, are returned without that evidence of their having landed their Cargoes which by law is necessary to their drawing bounties &c.1 What shall be done in these cases?”
