31 January 1812. “M Leib received the enclosed recommendation this morning, and in compliance with the wishes of the recommenders he submits it, with a former one, to the consideration of the President.”1

1. Leib may have forwarded to JM a 30 Jan. 1812 letter from Pennsylvania representatives Abner Lacock and Aaron Lyle recommending Robert Moore of Beaver Town, Pennsylvania, for appointment as a judge in the Louisiana Territory to replace the recently deceased Otho Shrader (DNA: RG 59, LAR, 1809–17, filed under “Moore”). The “former one” to which Leib referred was probably a petition dated 17 Jan. 1812 and signed by George Graham and sixteen other citizens of Somerset County, Pennsylvania, recommending James M. Riddle for the same vacancy (DNA: RG 59, LAR, 1809–17, filed under “Riddle”). On 4 Feb. 1812 Abner Lacock wrote to JM to remind him of the recommendation he and Lyle had sent earlier and enclosed a three-page petition addressed to JM, dated 9 Dec. 1811 and signed by twenty-one citizens of “the first respectability” of Beaver Town, recommending Robert Moore for the territorial judgeship (DNA: RG 59, LAR, 1809–17, filed under “Moore”). The president was unmoved by these petitions and on 7 May 1812 nominated William Sprigg of Ohio for the position ( , 2:265).
