I beg leave respectfully to submit to Your consideration the draft of a letter, which if it meets Your approbation, I propose to prefix to the return of ordnance and military Stores, which will be transmitted to Congress tomorrow.1 I am sir Your most obedient Servant

1. The enclosed draft has not been identified. Knox’s letter of 16 Dec. to House Speaker Frederick A. Muhlenberg (LB, DNA: RG 233, Confidential Reports and Other Communications from the Secretary at War) submitted the return (for which, see ASP, Military Affairs, 1:45–60), asked the House to consider “whether it would not be proper at the present time to make this document public,” and submitted additional papers about Indian relations on the southwest frontier (for which, see ASP, Indian Affairs description begins Walter Lowrie et al., eds.
