[Philadelphia] Mar. 4. 93.

Th: Jefferson, with his respects to the President, incloses him a letter from the Van Staphorsts & Hubbard quieting our apprehensions for the fate of the first dispatches sent to mister Short relative to our negociations with Spain.1 also another letter from mister Thatcher on the subject of the Marshal of Maine.2

1. The enclosed letter from Dutch bankers Jacob and Nicholas Van Staphorst and Nicholas Hubbard to Jefferson of 29 Nov. 1792 acknowledged receipt of Jefferson’s letter of 16 Oct. 1792 and its enclosed duplicates of Jefferson’s letters to William Short of 18 Mar. 1792 (Jefferson Papers, description begins Julian P. Boyd et al., eds. The Papers of Thomas Jefferson. 41 vols. to date. Princeton, N.J., 1950–. description ends 24:493, 676). Short, the U.S. minister to The Hague, had been appointed as a commissioner plenipotentiary to negotiate with Spain for the U.S. right of free navigation on the Mississippi River (GW to U.S. Senate, 11 Jan. 1792). The letters to Short contained his commission and instructions (ibid., 23:296–319).
