Th: Jefferson with his respects to the President has the honor of inclosing him some letters just received1 also the draught of a letter to the Judges.2

1The enclosed letters to Jefferson from diplomats William Carmichael and William Short of 18 April and 5 May 1793 reported on their negotiations with Spain on the U.S. right to navigate the Mississippi River, American and Spanish relations with the southwestern Indians, and the boundary between the United States and Spanish territory in the Southwest.
