Philadelphia June 21. 1780

Sir

Congress have at different Periods recommended Measures which they deemed essentially necessary for the public Good.

They now request of those States which have not made returns of their Transactions in that respect, the most expeditious Information of the Measures they have taken in Consequence of the several resolutions, a list of which is annexed to the enclosed Act of Congress of the 17th Instant.

Endorsed: “resolve of Congress calling on the States for information wth respect to what had been done in consequence of Sundry resolves.” FC (DLC: PCC, No. 15), labeled “Circular.” Enclosures (Vi): Copy, attested by Charles Thomson, of resolve of Congress of 17 June 1780, to which is added a list of resolutions relating to men, money, and provisions, 9 Mch. 1779 to 20 May 1780, on which information as to state action is wanted; the resolution without the list is printed in JCC description begins Journals of the Continental Congress, 1774–1789, ed. W. C. Ford and others, Washington, 1904–1937 description ends , xvii, 525. TJ annotated the MS list and incorporated the substance of the different resolves in his lengthy and carefully prepared answer, 27 July 1780, q.v.
