Constitutional Convention. Remarks on the
Virginia and New Jersey Plans1

[Philadelphia, June 15, 1787]

Col. Hamilton cannot say he is in sentiment with either plan—2 supposes both might again be considered as federal plans, and by this means they will be fairly in committee, and be contrasted so as to make a comparative estimate of the two.

Yates, Secret Proceedings and Debates description begins Robert Yates, Secret Proceedings and Debates of the Convention Assembled at Philadelphia, in the Year 1787, For the Purpose of Forming the Constitution of The United States of America (Albany, 1821). description ends , 121–22.

1. Robert Yates was the only one of the delegates keeping a record of the debates of the Convention who recorded remarks by H on this date.

2. On June 15 William Paterson proposed to the Convention a plan of government—the New Jersey Plan—which he wished to have substituted for the Virginia Plan.
