Treasury Department Decr 23d ’94.

Sir,

I have the honor of transmitting to you an account between the Collector of New York, and the United States, which has been adjusted at the Treasury, and a balance of Dolls. 1533. 89/100. stated to be due to the said Collector.1

As all claims of a similar nature with the foregoing have been hitherto paid out of the Fund destined to defray the Contingent Charges of Government, I have deemed adviseable to ask your permission, to discharge the said sum of Dolls. 1533 89/100 out of the twenty thousand dollars appropriated for these purposes, at the last session of Congress.2 With the most perfect respect &c.

1. The account with the collector, John Lamb, was for charges associated with the snow Maria, chartered by Edward Church to bring news of the 1793 treaty between Algiers and Portugal to the United States (DNA: RG 217, Miscellaneous Treasury Accounts, 1790–1894, account no. 6074). Hamilton had directed Lamb to pay the charges in his letter to the collector of 16 Dec. 1793 (Hamilton Papers description begins Harold C. Syrett et al., eds. The Papers of Alexander Hamilton. 27 vols. New York, 1961–87. description ends , 15:460).

2. Hamilton was referring to “An Act making appropriations for certain purposes therein expressed,” 9 June 1794 (1 Stat. description begins Richard Peters, ed. The Public Statutes at Large of the United States of America, from the Organization of the Government in 1789, to March 3, 1845 . . .. 8 vols. Boston, 1845-67. description ends 394–95). An endorsement on the account indicates that a warrant was issued on 27 Dec. to pay the balance.
