Treasury Department, April 8, 1793. “Enclosed is a List of certificates of transfers issued by the commissioner of Georgia2 in which the time from which they bear interest has been altered, from the 1st of January to the 1st of April 1792.… I have thought proper to give You this information in order to remove any scruple which might arise on account of the alteration.”
