The select committee of the House of Representatives, which had been appointed on February 24, 1794, to examine the Treasury Department, had been charged with inquiries specified by William B. Giles of Virginia in the resolutions for instituting the examination. The second of these inquiries reads as follows: “Whether the cash receipts, from domestic resources, have exceeded, equalled, or fallen short, of the domestic cash expenditures, from the establishment of the Government, to the first day of January one thousand seven hundred and ninety-four; remarking the dates and amounts of any excess, or deficiency, quarterly” (Journal of the House description begins Journal of the House of Representatives of the United States (Washington, 1826), I, II. description ends , II, 71).
