Department of War.12. September. 1815.

Dr. Sir,

I enclose you a statement of the unexpended balances of several of the appropriations as they now stand on the books of the accountant of this department accompanied by a report, for your sanction, of the proposed transfers.1

The respective amounts over drawn for pay of the Army, Hospital and Medical department, and Ordnance; have been overdrawn in consequence of transfers made in the accountant’s office on the settlement of individual accounts, particularly those of the commissaries of purchases, who have expended money under different appropriations, than those for which it was originally advanced to them. As it is usual for the accountant of this department to have his books posted, and compared with those of the Treasury, in the month of September, it becomes necessary to have the transfers made on his books within the month, and as there would not be time to obtain mr. Crawford’s signature, I have forwarded the report directly to you, in its present form; on the arrival here of yourself and mr. Crawford, one more regular can be substituted. We having drawn from the treasury all the money appropriated for the support of the military establishment, and placed it in the hands of the treasurer, as agent for this department, it will not therefore be necessary that this report should be sent to the treasury, but only to the accountant of this department.

The claims against all the commissaries of purchases for clothing have been paid off, except those against mr. Jennings, in Virginia; and those would have been paid, but mr. Jennings has not yet settled his accounts. The balance left on that appropriation, after the proposed transfer is made, will be sufficient to meet the claims upon it, independent of the sales which have been ordered. The sales of Ordnance stores have not progressed so well, nor to the extent which we expected. I have the honor to be, With great respect, Sir, your Obt. Servant.

1The enclosed statement, entitled “State of the following Appropriations on the 31st. of August & 9th. Septr. 1815. incl.” (1 p.; attributed to Benjamin W. Crowninshield in the Index to the James Madison Papers) shows appropriations overdrafts as of the former date totaling $7,871.14 for pay of the army, $15,482.78 for the medical and hospital department, and $96,540.75 for the ordnance department. By 9 Sept. 1815 the pay overdraft had increased to $7,904.79 and that for ordnance to $104,920.75, while the medical overdraft remained the same. The statement also shows unexpended appropriations on both dates for subsistence of the army, contingencies, bounties and premiums, militia, clothing, the Indian department, the quartermaster’s department, arming and equipping militia, fortifications, and camp equipage, totaling $1,060,262.33 as of 9 Sept. 1815. Below this column the total is erroneously written in pencil as $1,060,260.33 and the total overdrafts of $128,308.32 subtracted, yielding a balance of $931,952.01 in unexpended funds (which is two dollars less than the accurate figure). The second enclosure has not been found, but the letterbook copy of the report, dated 12 Sept. 1815 (2 pp.), follows the form established by Alexander J. Dallas to JM, 23 May 1815 (second letter), asking that $180,000 be transferred from the appropriation for arming and equipping militia to that for ordnance; $20,000 from camp equipage and $100,000 from contingencies to pay of the army; $20,000 from camp equipage to the medical and hospital department; and $80,000 from clothing to subsistence. It includes a copy of JM’s signature and note approving the transfers, dated 14 Sept. 1815.
