MS (DLC: TJ Papers, 119:20490); undated; in Gallatin’s hand; on recto and verso of one sheet, followed by Schedules B, C, and D, each on a separate sheet (MS in same, TJ Papers, 119:20490.a-20492, not printed, but see below). Tr (DNA: RG 59, MLR); in Meriwether Lewis’s hand; with Schedules B, C, and D subjoined; endorsed by Lewis: “Roll of Governmental officers.” Tr enclosed in TJ to Madison, 29 Dec. 1801.

On Schedule B (see above), Gallatin requested information from the State Department on the salaries and residences of U.S. ministers and their secretaries and on other appointments as noted above. British treaty: under No. 4 of the schedule or outline, Gallatin indicated that he wanted the names and salaries of all those appointed under Article 6 of the Jay Treaty; under No. 5, the names and salaries of those commissioners, secretary, and agents in London appointed under Article 7 of the treaty.

Schedule C: Gallatin requested the names and salary of “each individual” in the army, including the general staff, the two artillery regiments, the four infantry regiments, the two troops of “dismounted dragoons,” and those agents, deputies, and clerks under the quartermaster’s department. Under ordnance, Gallatin requested the names, compensation, and residence of those employed at the armories and military stores, including “Store keepers at sund. places.” Indian Department: Gallatin requested information on “Agents to promote civilization” and “Trading agents” and added: “Query whether any other.” Gallatin added a fourth section entitled “All other agents not known to law,” where he included superintendents of fortifications, engineers, and “Agents as E. Stevens at New York.”

Schedule D: Gallatin requested the names, salary (including extra rations and forage), and vessel (or residence when on shore) of all those employed by the navy, including captains, lieutenants, midshipmen, surgeons, chaplains, pursers, cooks, coopers, stewards, gunners, and others. The rate of commission was to be provided for all navy agents. Superintendents Navy Yards: Gallatin completed this section by noting he wanted information on store keepers and clerks at the navy yards and “2. All other agents in relation to building vessels, timber, military stores, arms not known to law.”
