Dear Sir
Of the letters which accompany this, I request your attention to that which relates to the mint. I presume that those endorsed “no answer” and generally those on which it is not necessary to act need not be sent to you, unless they contain useful information. There is another description on which the decisions are uniform vizt. applications for monies due & for which an appropriation does exist. Such were that of Mr Boudinot of yesterday & that of Mr Simpson of this day. In those cases a Warrant uniformly issues, & the information reaches you weekly in the list of Warrants issued during the week. Those I will also omit sending; as I conceive the object is to communicate to you before a decision takes place every letter on which judgment must be exercised, and also every one which contains useful information.

The letter from George Simpson, cashier of the Bank of the United States, to Gallatin of 6 Nov., probably enclosed above, has not been found, but Gallatin replied on 10 Nov., acknowledging the receipt of two sets of bills of exchange, totaling 100,000 guilders, and instructing that they be paid out of the funds placed in the cashier’s hands for that purpose. The Treasury secretary also requested that Simpson “continue the purchasing of approv’d. bills, on Amsterdam, until otherwise instructed” and noted that the treasurer had been directed to remit $50,000 to him, for which he was to credit the United States (, 6:4). Gallatin’s “Weekly list of Warrants issued for the week ending 14th Nover 1801,” describing six warrants, totaling $61,110.46, included No. 129 for $50,000, issued to Simpson “in advance for purchase of bills on Holland” and No. 130 for $10,000, to Benjamin Rush, treasurer of the Mint, for copper (MS in DLC: TJ Papers, 117:20286; in Gallatin’s hand; endorsed by TJ as received from the Treasury Department on 14 Nov. and “Warrants” and so recorded in SJL).
