Shall I answer that no determination having taken place Mr Baldwin will be considered as an applicant—or that arrangements have already been made for the New Orleans hospital?

RC (DLC); undated; at foot of text: “The President”; endorsed by TJ as received from the Treasury Department on 9 Feb. and “Baldwin Dr. to hospital of N.O.” and so recorded in SJL.

TJ and Senator John Breckinridge received letters recommending Dr. Cornelius baldwin, which they evidently shared with Gallatin. Baldwin delivered Archibald Stuart’s letter of introduction to the president on 29 Jan. (see Stuart to TJ, 28 Dec. 1803, and note).
