7In BF’s hand.

8See above, p. 96, for the commissioners’ proposal for allowances to the officers in lieu of quarters. Other than Governor Denny and BF, the signers of this order were the commissioners (together with Isaac Norris) named in the £100,000 Supply Act passed March 23 Since BF was not a commissioner under the new act, his signature probably indicates an endorsement to the new commissioners of the arrangements he had helped set up.
