14 February 1805, “Committee Room.” “With a view to a subject referred to the Committee of Claims, I have the honor of requesting a copy of the proclamation of the President of the United States permitting a commerce with certain ports in Hispaniola during the general suspension of intercourse with France & its dependencies.”1

John Adams’s 6 Sept. 1800 proclamation allowed U.S. trade with the island of Hispaniola during the Quasi-War “provided it be done with the consent of the government of St. Domingo” (Knox, Naval Documents, Quasi-War, description begins Dudley W. Knox, ed., Naval Documents Related to the Quasi-War between the United States and France (7 vols.; Washington, 1935–38). description ends 6:321).
