Madrid 4th. Decr. 1786

Dear Sir

Having written to you very fully by Col. Franks, who set forward from the Escurial the 16th. of last Month, I shall not at present take up much of your Time. I Now Inclose you a Copy of the Declaration made by Tahar Fennish in addition to the 10th. Article of the Treaty with the Emperor of Morocco. It is in Arabic and signed by Himself. The Necessity of a second Copy of that Declaration Did Not Appear obvious to me, untill I got to Tangier, and within this hour is Now reach’d me. You have Also the Translation annex’d to it. I have Just Received letters from Sale and Tangier, without News. I am made to Expect more from the Emperor shortly.

In an Hour or two I shall be on my way to Alicante, and in the Mean time Conclude with great Sincerity Dear Sir Your Very obed servt.,

RC (DLC); endorsed. Tr (DNA: PCC, No. 91, i); in a clerk’s hand, signed and marked “Copy” by Barclay. Noted in SJL as received 21 Jan. 1787. Enclosure: Arabic text and translation of the declaration concerning the addition to Article x of the Treaty with Morocco; the Arabic text has not been found (see Miller, Treaties of the United States, ii, 224), but the translation is printed above with the treaty, immediately following Barclay’s letter to the Commissioners of 2 Oct. 1786.

On this same date Barclay wrote Adams: “I wrote you this Day by a Courier going to Paris Inclosing you Copys of some letters written to you and Mr. Jefferson” (MHi: AMT); from this it appears that Barclay may have enclosed in the letter to TJ copies of the letters from sale and tangier or some others for the Commissioners.
