War Department, August 15. 1814.

The Secretary of War has the honor to report that in his opinion the interests of the public would be much promoted by consolidating the following Regiments of Infantry—viz:

The 30th: & 31st. numbered the 30th.
The 32d. & 42d. ditto the 32d.
The 33d. & 34th. ditto the 33d.
The 36th. & 38th. ditto the 34th.

I enclose a list of the Officers now in service in these Regiments, confidential reports of Inspectors and an abstract shewing their numbers respectively.1

1The list of officers and inspectors’ reports have not been found. The enclosed abstract (1 p.), entitled “Report of the whole number of Recruits enlisted for the Regiments herein named since 1st Feby 1814 agreeably to the latest recruiting Returns received at this office,” listed the number of men recruited for each of the regiments mentioned in Armstrong’s letter and was emended by him to show the totals for the four proposed combined regiments, which he numbered consecutively from thirty through thirty-three rather than omitting thirty-one as he did in his letter. The new Thirtieth Regiment would have 641 recruits; the Thirty-First 891; the Thirty-Second 731; and the Thirty-Third 703. Armstrong wrote below the list: “These were all Regiments raised for one year. The men above enumerated, are enlisted for 5 years or the war.” His note on the verso reads: “Abstract from returns shewing the force of the 30th. 31st. 32d. 33d. 34th. 36th. 38th. and 42d. Regiments of infantry.”
