Relations with Algiers

[17 January 1797]

Mr. Madison moved that the house should resolve itself into a committee of the whole, on the Algerine business, for which purpose he supposed it would be necessary to clear the house and galleries.1

1. After the galleries were cleared, the House considered the committee report made by JM on 13 Jan. and resolved “that there be printed, for the use of members only, copies of the reports to the President, from the Secretary of State, and Secretary of the Treasury … and of the letter from Joel Barlow and Joseph Donaldson, Jun. accompanying the first of the said reports.” The motion was then amended by inserting after the words “for the use of members only” the words “under such guards as the Speaker shall direct,” and JM voted with a majority of 53 to 36 to approve the report (JHR description begins Journal of the House of Representatives of the United States (9 vols.; Washington, 1826). description ends , 2:747–48).
