The credentials consisted of the act appointing deputies (Bill Providing for Delegates to the Convention of 1787, 6 Nov. 1786) and proceedings of the House of Delegates and Senate electing the delegates (Farrand, Records of the Federal Convention, III, 559–62).
2. JM was the author of the motion to elect the commissioners (Resolution to Select Commissioners for a Federal Convention, 30 Nov. 1786). They were elected on 4 Dec. 1786 ( , Oct. 1786, pp. 85–86).
