Treasury Department, Revenue Office, May 14, 1794. “I have the honor to request of you a warrant for forty thousand Dollars in favor of Tench Francis Esquire Agent &c.1 to be applied towards the purchases of the objects in the two Estimates No 1 & 22 of the Secrety of War, contained in his letter to you of the 12th. of April last.”3

1. Francis, who was agent for fortifying the port of Philadelphia (see Coxe to H, April 16, 1794), was also “Agent for purchasing sundry supplies for the War Department” (D, RG 217, Miscellaneous Treasury Accounts, 1790–1894, Account No. 6182, National Archives).
2. Henry Knox had submitted these estimates to George Washington on April 10, 1794 (ADS, George Washington Papers, Library of Congress).
3. Knox’s letter to H has not been found.
