1. The enclosed letters from the French and Spanish ministers were a response to Jefferson’s circular letter to foreign ministers in the United States of 13 Feb., in which he had enclosed selections from a draft of a report on commerce that he was preparing for the House of Representatives (Jefferson Papers, description begins Julian P. Boyd et al., eds. The Papers of Thomas Jefferson. 41 vols. to date. Princeton, N.J., 1950–. description ends 25:184–89).
