Th: Jefferson has the honor with his respects to the President to communicate the answers he has received from the Representatives of France & Spain with his replies.1

1. The enclosed letters from the French and Spanish ministers were a response to Jefferson’s circular letter to foreign ministers in the United States of 13 Feb., in which he had enclosed selections from a draft of a report on commerce that he was preparing for the House of Representatives ( 25:184–89). Jefferson had enclosed a copy of this circular letter with his first letter to GW of 14 Feb. 1793. For Jefferson’s submission to GW of this draft, see GW to Jefferson, 12 Feb. 1793, and note 2. For translations of the letter from José de Jaudenes y Nebot and José Ignacio de Viar and that from Jean-Baptiste Ternant of 15 and 16 Feb., and for Jefferson’s replies of 17 Feb., see ibid., 205–6, 211, 217–19. According to GW’s executive journal, these four letters “were returned, after being perused” ( 57).
